The promulgation of Republic Act 6975, otherwise known as the Department of the Interior and Local Government (DILG) Act of 1990, operationalized and initiated the call for a tangible reform in the country's public safety services particularly for the uniformed bureaus under DILG.

The same Act factually complied with the constitutional mandate for a unified single national police force, which is civilian in character under the administration of the National Police Commission (NAPOLCOM). Likewise, the same law upgraded the fire and jail services as new and separate bureaus under the DILG stewardship.

The implementation of Republic Act 6975 brought to fore the significance of the establishment of the Philippine Public Safety College. Section 66 of RA 6975 established and constituted the Philippine Public Safety College (PPSC) as the premier educational institution for the training, human resource development and continuing education of all personnel of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP)

The PPSC is one of the bureaus under the DILG. It has a Board of Trustees (BOT) which exercices policy making functions in accordance with general policies, plans ad programs on education as may be formulated by higher authorities. The BOT is comprised of the DILG Secreatary as chairman, the chiefs of the PNP, BFP and BJMP as members, and the PPSC President as ex-officio member. The creation of the PPSC is particularly significant as it symbolizes the new level of cooperation of the five component agencies in the transformation of the country's public safety services.

PPSC is the umbrella organization that provides direction, supervision, administration and control of the various education and training programs offered by its component training units, namely:National Police College (NPC), Philippine National Police Academy (PNPA), Police National Training Institute (PNTI) and its 18 Regional Training Schools (RTS) nationwide, Fire National Training Institute (FNTI), Jail National Training Institute (JNTI) and the National Crimimalistics Research and Taining Institute (NCRTI).

The NPC handles the officer career courses, Bachelor of Science in Public Safety (In-service) as well as the Master in Public Safety Aministration programs. The course offerings are disigned to set the direction for effectiveness of the men and women in the public safety services.

The PNPA administers the Cadetship Program that provides the core of professionally trained young officers for the public safety serices, while the PNTI , through its RTS, handles the non-career courses including specialized courses. The FNTI and JNTI on the other hand, take charge of the training needs of the fire and jail services, respectively. The NCRTI serves as the scientific laboratory and handles as well the highly technical courses.

Herein lies the fundamental importance of the transfer of the academic responsibility over the personnel of the public safety services to a civilian agency. PPSC takes full advantage of having the ducation and training of its clientele as its singular preoccupation thereby infusing the system with the multiple benefits of specialization. This includes a highly competent faculty, state-of-the-art methodologies, technologies and well designed curricular offerings and programs.

Over ten years had passed since the transfer of said responsibilities had been put into full operationalization. PPSC had transformed the organizational structure and enhance personnel skills and knowledge while constantly improving and putting up world class facilities and accoutrement in all its constitutive training institutions. Innovations had been started in all levels of the PPSC system as its linkages extend accross boundaries both here and abroad.

PPSC will continue to pursue its mandate with greater vigor towards quality and excellence as an education and training institution for the public safety services.
