PROJECT COMPONENTS AND PARTNER AGENCIES

    As an inter-agency project, the AJPP involves the Department of Social Welfare and Development (DSWD) as the lead executing agency collaborating with the other partner agencies name the Supreme Court (SC), the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), andthe Alternative Law Groups, Inc. (ALG) to carry out the activities and desired results of the four components of the Project as follows:

Component 1 - Institutionalization of the Decentralizated Information Function of the Judiciary.

    Component 1 aims to decentralize the information system of the Supreme Court by training the Clerks of Court from Municipal Trial Courts nationwide to become Municipal Court Information Officers (MCIOs). At the same time, this component shall enhance the strategic planning capacity of the Office of the Court Administrator (OCA), as well as design the feedback mechanism between OCA and the MCIOs.

Component 2 - Community Development and Empowerment of Women and Children.

    Under this component, the Department of Social Welfare and Development (DSWD) shall train selected women in the project areas on gender awareness and their basic rights under the law and the Katarungang Pambarangay.

    Day care workers in the target barangays shall also be trained on the use and dissemination of information materials on the rights of women and children.

    Also for this component, the Department of the Interior and Local Government (DILG) thru its Local Government Academy (LGA) shall train officials within the Barangay Justice System as Legal Information Desk Officers (LIDOs) and subsequently establish a network of trained paralegals, linked with the MCIOs to ensure that the poor, especially women and children, have access to relevant information developed based on their needs.

Component 3 - Institutional Development of Law Enforcement and the Department of Justice Personnel.

    For Component 3, the Philippine Public Safety College (PPSC), under the umbrella of the DILG shall update their police curricula to train active police at the municipal level on subjects that tackle the role of the police as civil servants and protectors of justice in the communities. The police officers in the project areas shall be trained on the subjects of human rights, criminal justice system, gender awareness and child sensitivity and the protection of women and children.

    The Department of Justice (DOJ), on their part, shall conduct sensitivity trainings for their personnel on the conditions of the poor and other vulnerable groups.

Component 4 - Legal Reform.

    With the participation of stakeholders, particularly the Alternative Law Groups, Inc. (ALG), Component 4 shall ensure that members of Congress and its working committees amend laws on basic human rights and on the rights of women and children based on international conventions wherein the Philippines is one of the signatories.
