PGMA to address Kaisang-Bisig Class 2009 at PNPA graduation rites SILANG, Cavite (PND) – President Gloria Macapagal-Arroyo will address and honor the “Kaisang-Bisig” Class 2009 of the Philippine National Police Academy (PNPA) when she leads the academy’s 30th commencement exercises tomorrow, Thursday (March 26, 2009). PGMA to address Kaisang-Bisig Class 2009 at PNPA graduation rites SILANG, Cavite (PND) – President Gloria Macapagal-Arroyo will address and honor the “Kaisang- Bisig” Class 2009 of the Philippine National Police Academy (PNPA) when she leads the academy’s 30th commencement exercises tomorrow, Thursday (March 26, 2009). This year’s PNPA commencement rites adopted the theme, “Justice, Integrity and Service: Essential Values Towards a Strong and Globally Competitive Republic.” The President will be joined by Interior Secretary Ronaldo Puno, Philippine National Police Chief Director General Jesus Verzosa, PNPA Director Chief Supt. Danilo Abarzosa, and Philippine Public Safety College (PPSC) president Dr. Margarita Cojuangco in welcoming the 304-strong batch of new PNP officers. She will be accorded arrival honors at 10 a.m. at the Campos Field, where the PNPA Corps of Cadets will render the Chief Executive a spunky pass-in-review. Kaisang-Bisig class valedictorian is Cadet Roan D. Bascugin, 22, of Alfonso, Cavite, the first female to top a PNPA graduating batch since the academy adopted the 4-year police officers course in 2004. President Arroyo will present Bascugin the Presidential Kampilan. Cadet Bascugin is a daughter of Police Supt. Rustico Bascugin who presently heads the PNP Community Relations Group (PCRG) at the PNP Headquarters in Camp Crame, Quezon City. She will officially be commissioned by the President to the PNP during their graduation rites in Camp Castañeda in Silang, Cavite. PNPA Director Chief Supt. Danilo Abarsoza said 25 of the 304 Kaisang-Bisig class graduates will join the PNP Bureau of Jail Management (BJM); 15 will be assigned to the Bureau of Fire Protection (BFP) and the rest will join the PNP regular force. They will all have the rank of inspector, equivalent to lieutenant in the military. Aside from Bascugin, the other top 10 members of Kaisang-Bisig class include: Mark Anthony Paraiso Omega of Ormoc City; Cecilio Quevedo Orcullo of San Agustin, Surigao Del Sur; Freddie Comising Herry of Kapangan, Benguet; Manolo Andrew Maganda Caoile of Makilala, North Cotabato; John Gary Alcantara Erana of Marawi City; Herminio Laminoza Olivares of Bugallon, Pangasinan; Ariel Badua Arellano of Donsol, Sorsogon; Stefanio Andrenicus Abaca Rabino of Calapan City; and Don Richmon Taguba Conag of Piat, Cagayan.
